Johnstone oltetia - Chief Executive Officer and MD
Johnstone is the Chief Executive Officer & Managing Director at the Kenya Mortgage Refinance Company (KMRC); responsible for the establishment and operationalization of the Company. KMRC was established with the principal objective of addressing the long-term funding constraints hindering the growth of the primary mortgage market and reducing the funding cost of residential mortgages and availability of housing finance to Kenyans. The Company is one of the key enablers of the Affordable Housing Pillar of the Government of Kenya’s BIG 4 AGENDA.
From 2017 to 2019, Mr. Oltetia held the position of Senior Financial Sector Adviser at the National Treasury of Kenya, responsible for policy matters relating to banking,micro finance, capital markets, pensions and insurance among others.
Prior to this, Mr. Oltetia was the Manager Market Supervision at the Capital Markets Authority(CMA)-Kenya, responsible for oversight of Listed companies, Securities Exchanges(s), Central Securities Depositories (CSDs), Asset Management companies, Investment Banks, Stockbrokers and Investment Advisers among others.
A Certified Investment and Financial Analyst and holder of MBA and B. Com degrees. Member of Institute of Certified Investment and Financial Analysts (ICIFA)and Institute of Directors of Kenya (IOD). Florah Muthaura - Head of Risk and Compliance
Ms. Florah Muthaura is the Head of Risk and Compliance. She holds a Master of Business Administration (MBA) degree in Strategic Management from University of Nairobi and a Bachelor of Commerce Degree in Actuarial Science from Kenyatta University. She is also a Member of ICPAK and Association of Women Accountants of Kenya (AWAK).
She was previously within the Old Mutual Group as a Risk and Compliance Specialist before moving to Standard Chartered Bank as a Finance Operational Risk Manager. She has also gained experience in the public sector having worked for Privatization Commission for close to 3years. She is rresponsible for ensuring risk containment with respect to all aspects of KMRC’s operations. She oversees implementation of the Company’s Risk Management Policy Framework as periodically revised and approved by the Board of Directors while ensuring that the Company’s key risks of credit, market, liquidity and operational risks are identified, assessed, measured, controlled and managed prudently.
Florah has over 12 years’ experience in financial management, enterprise risk management and compliance in the financial services sector with dynamic variables. She has been exposed to designing, evaluating and implementing risk management processes through integration of controls, audit and process management capacity building. Significant experience in Asset and Fund Management as well as Securities investment with global practices and competitive market positioning.
Head of Credit
Geofrey Mwaura - Head of Credit
Geofrey is the Head of Credit since June 2020. He has extensive experience in Credit
Management and has held several leadership positions in the banking industry.
As the Head of Credit, Geofrey will be instrumental in the implementation of the Credit policy and
sound risk management practices.
Prior to joining the company, he was the Head of Credit Administration and previously, Head of
Collections and Credit Manager at HF Group.
His areas of expertise include but not limited to Credit appraisal, Debt restructuring, Portfolio
management and Project management.
Geofrey holds B.com (Banking & Finance) from Kenyatta University, Certified Public Accountant,
Certified Hay Job Evaluator, in addition to PRINCE2 Practitioner Certificate in Project
Management from APM Group UK.
Deborah K Masara
Deborah K Masara - ICT Manager
Deborah holds a Master of Business Administration (MBA) degree in Management of Information
Systems from Kenyatta University and a Bachelor of Science Degree in Software Engineering from Kenyatta University.
As the ICT manager she responsible for implementing the company ICT strategy, development
and implementation of ICT policy and procedures, supervising the implementation and
maintenance of the company’s ICT infrastructure as well as planning and budgeting for the ICT
Deborah has over 10 years’ experience in Designing, Developing, Implementing and Deploying ICT systems, having previously worked at Attain Enterprise Solutions LTD where she was the Head of Implementation and Support. She has successfully implemented ICT systems in the
Financial Services Sector, Public sector, Education Sector, Pension and Asset management sector and NGOs. Deborah also has Project Management experience having managed many ICT projects. Deborah is a member of the Information Systems Audit and Control Association (ISACA).

Daniel Saruni Lelekoitien - Head of Human Resources and Administration
Daniel Lelekoitien is the Head of Human Resources and Administration, responsible for the management of the day-to-day operations of all HR administrative matters. With over 20 years cross industry experience, holding Strategic leadership and operational positions, Mr. Lelekoitien has a wealth of experience in Human Resources and Administration in Public and Private sectors.
Prior to joining the KMRC, Lelekoitien worked as the Deputy Director Human Resources Management at the Kenya Medical Research Institute (KEMRI). He also served as the Head of HR and Administration at Kenya Marine and Fisheries Research Institute (KMFRI) as well as Ewaso Ng’iro South River Basin Development Authority (ENSDA).
While at ABSA (formerly Barclays bank of Kenya), Mr. Lelekoitien served as HR Advisor-Employee Relations and Resource Coordinator-Retail Banking. He also worked at Kenya Wildlife Service (KWS) and at Pride Africa-Sunlink a Micro Finance Institution.
He holds a Masters Degree in Business Administration (Strategic Management) from the University of Nairobi and a Bachelor of Commerce degree, Marketing option from Kenyatta University. He also has a Post Graduate Diploma in Human Resource Management from the University of Nairobi, in addition to being a member of the Institute of Human Resource Management (IHRM). He has undertaken various professional courses including Senior Management Course (SMC), KWS Paramilitary Training, Cornel University Human Resource online courses, Quality Management Systems (KBS), Kenya Labour Laws (IHRM) and ABSA inhouse trainings.
Mr. Lelekoitien is a Certified Human Resource Professional (CHRP(K) from the College of Human Resource Management Kenya. In addition, he is a full member of the Institute of Human Resource Management (IHRM) and holder of HR Practicing Certificate.

Miss. Irene Muasya is the Internal Audit Manager. She holds a Master of Business Administration (MBA) degree in Finance from the University of Nairobi and a Bachelor of Arts Degree from Moi University. She is a Certified Public Accountant, Certified Public Secretary, Certified Information Systems Auditor and is Certified in Enterprise Risk Governance. She is also a certified COBIT 5 assessor. She is a Member of the Institute of Internal Auditors (IIA), ICPAK and ISACA as well as an alumnus of the Centre for Corporate Governance.
Irene has over 17 years’ experience in Internal Audit, Risk Management, Compliance and Finance gained both from the public and private sectors, with 11 of these being in senior management positions. She has extensive experience in the financial services sector having previously worked with the Co-operative Bank of Kenya as well as the Sacco Societies Regulatory Authority (SASRA). She has also worked with Bamburi Cement, Magana Holdings and IPOA.
Irene is responsible for providing assurance to the Board and senior management of KMRC on the effectiveness of the systems of Governance, Risk Management and Control. She oversees implementation of the Audit Charter and the Risk-based audit plan as approved by the Board of Directors.
Irene has vast experience in the design, implementation, and review of systems of Governance, Risk Management, and Internal control. She was part of the task force that amended the Kenya Proceeds of Crime and Anti-Money Laundering Act.
